There’s no doubt that employment laws are increasingly complex. HR leaders in expanding companies rank compliance with employment law and local customs as
their second most common challenge, only slightly behind recruiting suitable staff and management. Three-quarters believe that “the regulatory challenges of hiring, paying and managing employees internationally are growing in complexity”.

As for the number of financial regulatory changes, this has increased year-on-year from fewer than 9,000 in 2008 to over 67,000 in 2020.2 In 2020, ADP sent out approximately 80 payroll change alerts to multinational clients every single week.3 Strictly from an employment administration perspective, ADP makes roughly 2,000 programming changes annually to comply with U.S. legislative and
regulatory changes alone.
